The dwarf dwarf race has always been known for its ingenuity. They didn't have planes, they just launched the dwarves with the help of powerful barbarians.
So, you need to run the gnome as far as possible. Press the spacebar when the arrow shows the optimal direction, and press it again when the thrower reaches maximum strength. Gnomes are pretty bad fliers, but they bounce well off the water, so press spacebar when your flyer is close to the water.
After successful flights, the dwarves will allocate additional funding, after unsuccessful ones, however, too. Use it to buy upgrades to make the gnomometer work even better. Someday you will definitely reach the other shore.
